Peer Review Process

Peer Review System

Procedure to select and approve articles:

All papers will be evaluated and dictaminated through double blind peer review. The anonymity, of both author and peer, is guaranteed.

Once a paper is assigned for evaluation, the process will take at least 5 weeks..

Peer´s Selection.  The evaluators should be specialists in the topic of the evaluated article and a prestigious academic (preferably Masters or PhD), with experience in research and must have published in scientific journals.

The review process must complete the following steps:

1. Must meet the requirements defined in the Instructions to Authors (Between 1 to 3 weeks).

2. Confirmation that the article is plagiarism or selfplagiarism free and that ideas that do not belong to the authors are correctly attributed to their owners (Up to 12 weeks).

3. The Chief Editor selects the peers that will evaluate the article regarding their fields of expertise (1 to 3 weeks).

4. The evaluation phase covers these steps (approximately 10 weeks).

5. The peers must conclude with one of the following results:

  • Publish (Accept Submission)
  • Publish once the authors fullfill the recommendations provided by peers and editors (Revisions Required)
  • Do not Publish (Decline Submission)

6. If one of the peers defines that an article must not be published, the document should be sent to a third party whose dictamination must set the final result. If any doubt persists regarding dictamination or any other conflict, the Journal's Editorial Board must define if the article is published or not or if other actions must be taken.

7. If the result recommends that corrections must be incorporated to the paper, the authors are responsible to complete them and turn in the paper on the deadline set by the Journal (2 weeks or 12 to 15 days). If the article has not returned to the Journal in the due date, it can not be guaranteed that the article will be published in the next issue.

8. Once the paper is back in the Journal work line, the adjustments will be checked, if necessary the peers might review the full text again and if any other corrections must be included, the paper will return to the author to ensure that the document is refined.

9. Once the article is ready, the Editorial Board endorses its publication. Considering the volume of papers the Journal processes per year, an average of 40 weeks takes place between submissiona nad publicaction.

Journal`s Ethics

A. Bad Practices

Educare identifies as bad practices the following:

1. Citation manipulation, for example: the misuse of secondary citations; the incorrect attribution of citations; the inadequate application of the citation standard; the subtraction or addition of words that might lead to misinterpretation of a quote; the excessive use of self citation or the detection of repetitive or redundant patterns when citing that might lead to any suspicion of misconduct.

2. Plagiarism: when parts of the work of others are taken, transcribed, duplicated, paraphrased, etc., making them pass as one’s own ideas.

3. Data Falsification or fabrication happens when this information is altered, included or omitted and misinterpretation of results might occur as a consequence.

4. Disrespect for the privacy of others, for example: when the use of informed consent is omitted or unauthorized use of the image of third parties takes place.

5. Redundant publication: use of parts of works already published as if they were unpublished material.

6. The inclusion of authors who have not participated in the research or process of preparing the paper or the exclusion of authors who have participated in the research or process of preparing the paper.

In order to identify mal practices, the Journal aplies a review filter in which the submitted text is analyzed with Google in search of similarities with already published texts, citation inconsistencies, data anomalies, etc. In cases in which citation vices or omissions are found explicitly, repetitively or in volumes that might harm the paper’s originality, the document will be rejected. In cases in which it is considered that the inconsistencies can be corrected, the paper will be returned to the authors to be adjusted. In both cases, the journal will provide a copy of the analysis made in support of the decision to reject o return the paper.

B. Authorship and contributorship:

Educare respects the order in which the authors arrange their appearance in the affiliation of the submitted paper. Regardless of whether it is an alphabetical order or volume of participation order, it is assumed that authors have previously agreed to that order and that they understand that they are responsible, in co-authorship, for the integrity of the submitted information. Furthermore, in the Originality Statement and Copyright Transfer Agreement, applicants are asked to identify all the authors and make a percentage distribution of their participation. Through this information the Journal expects to reduce the omission of colaborators (ghost authors), or their appearance (gift authors). In parallel, through the application of the first review filter, Educare expects to obtain information that will confirm the data provided by the applicants.

In cases where there is doubt about the authorship or contributorship, authors will be asked to explain the situation. No withdrawal of authors will be done without having a note of acceptance of the person who is going to be withdrawn. When there are situations of physical or material impossibilities, for example, health problems or death, the editorial team will resolve according to the specificities of the particular case.

C. Appeals and complaints:

The Journal will attend and resolve arguments or appeals related to the non-publication of a paper and will seek to do so efficiently without this implying a commitment to publication.

When appeals are related to the result of a peer review, the well-founded arguments put forward by the authors will be valued, in case there is still doubt, a new reviewer will be asked to define the result.

When appeals are related to plagiarism, the journal will apply its own detection mechanisms to verify the complaint; if necessary, the opinion of an external expert will be considered. Every case will be resolved according to the corresponding institutional, national and international regulations.

Complaints related to the conduct of the Journal’s editorial or technical team members, will be addressed by the remaining members of the editorial team, if this were not possible or appropiate, the Journal will use the mechanisms and structures already established by Universidad Nacional to address these complaints.

In all cases, it is expected that the person reporting the complaint will send an email Educare’s address: educare@una.cr in which they will present their arguments in a concrete manner and will attach relevant evidence.

D. Conflicts of interest:

The Journal promotes that the authors declare any conflicts of interest as a transparency sign. Personal relationship, employment relationship, financing or support, etc., must be identified by the authors.

Author, reviewers and members of the editorial board and technical team of the Journal must indicate if there is any interest that may affect the effectiveness or objectivity of the tasks they performe for the publication. The authors will do so when submitting their paper; reviewers, upon receiving the request for peer review or at the time they identify any element that may influence its outcome, in these cases they must notify the Editor so he/she could be replaced by another reviewer.

If a conflict of interest is detected in a paper already published, authors will be asked to explain the situation and the clarifications considered necessary will be incorporated into the paper’s infromation.

E. Other information:

The results must be presented clearly, honestly and without fabrications, falsifications or improper manipulation of the data.

The authors, when appropriate, must present the methodology of their research in a clear, unambiguous way, so that the results can be confirmed and analyzed by the scientific community.

Publications derived from a single research project, thesis or second part of a previous paper, must be clearly identified to recognize the primary publication to which reference is made

a. Código de ética y buenas prácticas de la Revista Electrónica Educare

b. International regulations: “Best Practice Guidelines for Journal Editors” and “International Standards for editors and authors” (visit: http://publicationethics.org/about )

Quality Control

The Journal conducts a rigorous quality control at each stage of the editing process. For instance:

  • The Chief Editor defines which articles have fullfilled the preliminary requirements and can be sent to plagiarism and selfplagiarism detection filter.
  • Plagiarism and self plagiarism detection process is applied to every article.
  • The Journal uses a double blind peer review.
  • The Journal verifies if citations and references are constructed in accordance to the APA model.
  • Approved articles will be reviewed by a specialist in philology.
  • The parts of an approved article, written in English or Portuguese, will be reviewed by a translator.
  • The approved articles will be typeset by a graphic designer.
  • After the typset, layout and design are finished, a final versión will be sent to the authors in order to receive their approval and filter undetected errors.
