Garantías Económicas: Propuesta para un debate nacional

El día 30 de noviembre de 1995, la Defensoría de los Habitantes presentó ante el plenario de la Asamblea Legisltativa una propuesta de trabajo cuya orientación esencial refería a la ausencia de una participación real de la sociedad civil en el proceso que había seguido la eventual aprobación del capítulo de Garantías Económicas a incorporarse en nuestra Constitución Política. Desde ese momento ha venido sosteniendo que a través de una reforma parcial a nuestra Carta Fundamental están siendo intentadas más bien reformas radicales a la estructura y funcionamiento de nuestro Estado y que cambian su esencia considerablemente. Ello en criterio de la Defensoría y de quienes posteriormente han acogido y apoyado su propuesta constituye razón por demás suficiente para dar impulso a un debate amplio y pluralista en donde el acuerdo social sea el que determine el tipo de Estado que la sociedad costarricense desea y necesita pues la trascendencia de las medidas pretendidas vienen al traste con un proceso de toma de decisiones pensado, organizado y ejecutado unidireccionalmente desde las estructuras de poder tradicionales.
