POSIBILIDADES DE ÉXITO DE LA ESTRATEGIA DE AJUSTE FISCAL DE COSTA RICA

Con base en las experiencias de ajuste fiscal de un conjunto amplio de países en diversas coyunturas y empleando combinaciones de políticas distintas, se exploran las posibilidades de éxito para Costa Rica a la luz de la información disponible sobre las medidas fiscales anunciadas. La evidencia internacional muestra que: i) una política fiscal restrictiva no conduce necesariamente a una recesión si el ajuste es de una magnitud tal que genere expectativas favorables que lleguen a estimular el consumo y la inversión al punto de compensar los efectos “keynesianos” de la contracción fiscal sobre la actividad económica; ii) han probado tener más éxito políticas basadas en la contención de los gastos (especialmente transferencias y salarios) que las que se concentran en aumentos de impuestos; iii) un ritmo bajo de actividad económica previo a la toma de las medidas no parece afectar los resultados y iv) una coyuntura económica mundial adversa atenta contra el éxito del programa.Downloads
