PERCEPCIONES SOBRE LA POBREZA EN COMUNIDADES POBRES DE COSTA RICA: HALLAZGOS PRINCIPALES E IMPLICACIONES PARA LA POLÍTICA SOCIAL

A las puertas de un nuevo milenio, el tema de la pobreza y su erradicación aparece como punto central de la agenda del desarrollo. Las cifras disponibles indican que una quinta parte de la población mundial padece condiciones de pobreza en términos de insuficiencia de ingresos para acceder a un nivel de vida decente. Por otra parte, si nos atenemos al más reciente indicador multidimensional sobre la pobreza elaborado por el Programa para el Desarrollo de las Naciones Unidas, el Índice de Pobreza Humana (IPH), un 37% de los residentes en países en desarrollo no disponen de la capacidad básica o mínimamente esencial para llevar una vida libre de condiciones de morbilidad evitables, mantenerse informado y acceder a la educación, gozar de condiciones saludables y disfrutar de adecuadas condiciones nutricionales. En el caso costarricense, a pesar de los significativos logros que se registran en el campo social y del desarrollo humano, la pobreza persiste como realidad lacerante para uno de cada cinco hogares.
A nivel mundial, regional y nacional se ha avanzado bastante en el conocimiento de diversas facetas de la pobreza en tanto insuficiencia de ingresos e insatisfacción de necesidades básicas, predominando las aproximaciones de corte cuantitativo, muchas de ellas con altos niveles de sofisticación instrumental.
