Qualificadores verdes e expectativas em relação ao uso da terra na área rural latino-americana

Resumo

Nas últimas duas décadas (2000-2010), surgiram diversos nomes verdes aplicados às economias latino-americanas, cada um com suas expectativas e pretensões para o uso da terra em territórios rurais, isto em uma região ainda considerada em processo de desenvolvimento. Através de um estudo documental que abrange 40 relatórios nacionais du Países da América Latina desenvolvidos entre 1998 e 2016, essas expectativas foram identificadas por meio de categorias amplas que facilitam a compreensão operacional desses rótulos. Em particular, observou-se que as abordagens de Crescimento Verde e Desenvolvimento de Baixo Carbono apresentam um maior nível de especificidade e coerência com as definições padronizadas pelas organizações que as promovem. Por outro lado, os conceitos de Economia do Desenvolvimento Sustentável e de Economia Verde, apesar de mais longevos, apresentam uma relação mais ambígua e pouco concreta entre as aspirações expressas nos relatórios revistos e as definições propostas pelas respetivas organizações promotoras.
